Pure tackle format, Perryman is probably the better guy as a natural produce of high numbers/play there. Hicks will have more opportunity, though, playing on the opposite of that woeful offense and with a defensive scheme that has produced some major fantasy studs. I'm also not 100% certain yet that Perryman plays passing downs a lot, though that seems to be the consensus.
So, it depends on what you want. The better pure talent (perryman) or the better situation (Hicks).
To be clear, I just think Hicks has the superior situation. That offense will give the D more plays and the Schwartz defense has proven to be one the friendler LB defenses in IDP. I do agree, Perryman's situation is nothing to sneeze at.
