No, you are permitted to use reasonable force to protect yourself and any that are threatened by the suspect. In other words, you can't punch a guy because he calls you an ahole when you ask for his license or shoot a guy who spits on you. HTH.
You seem to be mistaking "have to" with "chose to", particularly when the suspect is in the process of doing what you requested and is vocalizing what he's doing.
