These sort of things should be brought up with the league before the start of the season. If there is no clear rule against it, then it should be allowed. Ethical or not, It's even worse to add or change rules mid-season.

I don't see the point in doing this just to screw someone over. If taking a QB is not the move that most helps your team, then you wasted a draft pick, because you have gained no advantage. That team that now is not able to get a decent QB will be just as easy for everyone else in the league...

I don't mind kick return yards for individual players and it's something like 1 point per 50 yds, but it's a terrible idea to add to the DEF/ST position as it is basically rewarding a defense for letting the other team score often. A Special Teams unit is only locked into making one kick return...
