WR’s  Golladay + rookie - DK Metcalf 

TE - Cook (Saints)

The question I have is that I have 1.01 and 1.04 who should I target with the 1st & 4th picks?  CEH, burrow, who are your top 4 picks on dynasty it seems mike Evans would be best option that’s not a rookie

You need to make a comprehensive list of all positions and then take whoever is higher on your list.  I wouldn't worry about forcing a particular position.  Know your scoring and how to evaluate players accordingly then trust your rankings.
