What's the strategy? I have read everything from WR-WR, RB-RB, WR-RB.

I have conducted dozens of mock drafts and I like my team better when I start WR-WR.
Some combination of Nabers/Puka/Collins/St. Brown/London/Thomas
Then going RB/RB with Kamara/Cook/KW9/Hall/Hampton

Going WR-RB will get you one of those elite WR's with Achane/Henry/Jeanty, but the WR's who come back are all the same and not exciting.
JSN/Terry/Evans/Worthy/Wilson/Harrison

From the 11 slot, I’ve been liking my mocks better when I take “one of each” RB and WR (in whichever order) in the first 4 rounds. Maybe cuz I don't mind the Evans/JSN/Wilson tier in the 3rd/4th.

I'm not disagreeing. I keep going back and forth. I love the WR's available and the RB's you can hammer later in the draft.
However, it seems like every time I make a pick, a WR is the best player on the board.

I have the 12 spot, and so far, my favorite mocks start out RB/WR
 
I have the 9th pick in my main league and I'm planning on WR/RB or WR/WR in rounds 1/2.
In 3/4 I'm planning on doubling up on WR (we start 3) unless some insane value drops.
 
In mocks, these are the combinations that pop up the most:

Jeanty with either Collins/Thomas/London

Or

Two of the WR's

If you go WR first, you're looking usually at a WR or Jacobs, Henry, Talyor, etc.
