I voted the 2000 Browns... solely for the 1 W and slightly better defense.

1999 Cleveland: 2-14

Topped 20 points in 4 games. Allowed 30+ points in 6 games. They had a -13.8 PPG differential.

2000 Cleveland: 3-13

Topped 20 points in 4 games. Allowed 30+ points in 5 games. They had a -16.1 PPG differential.

Looking at the numbers I probably should've voted for the '99 team... They lost 4 games by 10 points or less.
