Typical small town BS to shakedown everyone for silly crap to line their coffers.   People with money pay the fines and those that don't have money just accumulate tickets and fines and eventually get warrants.   They normally have some dog and pony mayor's court to hassle everyone. 

Their mayor did look like a fat Ben Affleck.
