I think if I wanted to go Northern Europe and I paid for an ambassadorship I'd pick the Netherlands. That way you get Amsterdam in the deal.

I think you have to assume that he just didn't pony up enough money to get first pick. Netherlands and a bunch of the warm weather ones were probably gone by the time his draft spot got called.
