Maybe I'm wrong but RB's are a bit easier to predict then WR's. 1pts for wr. reception and .5 per rb reception gives wr's a huge boost but also makes luck an even bigger factor due to variance in wr's. In my league we do .25 per wr/rec and .5 per te/rec. and it seems perfect to me. Thought it was odd that this setup wasn't more prevalent.

I think you might be wrong. At least when you're talking about the top tier of WR/RB's.In most of the PPR leagues I'm in 20 of the first 24 picks are still RB's so I'm not sure it's the "huge boost" you're eluding to.

The huge boost he was ALluding to was based on giving 1 PPR for WRs, while only .5 to RBs. If your league gives 1 PPR for both positions, then that is a different story.
