Waller for sure. Rudolph is a TD dependent TE and they’ve been getting harder and harder to come by with the emergence of Thielen and Diggs. Add back in a healthy Cook and Irv Smith Jr stealing some snaps and I think he’s a more complementary player that’s good for football and bad for fantasy.
I expect Waller to have the second most targets of receivers on the Raiders. The Raiders will also be playing from behind and throwing all year.
