I don't know that teams allow themselves to be realistic, part of that whole "you are what you think you are" mentality. I am all for setting goals, though. They have a lot to clean up first, though.
Since the dawn of the salary cap era in 1994, there has been an average of 3.64 teams per year that had losing records the year before make the playoffs. Related link and discussion.
That being said, it would be coaching suicide to head into a season suggesting that your team was not going to make the playoffs.
