49ers | Open competition for weakside spot

Dennis Georgatos, of the Contra Costa Times, reports San Francisco 49ers LB Brandon Moore will battle LB Jeff Ulbrich for the starting weakside linebacker spot.
For those in the know - what are the chances he might beat out Ulbrich? I know Moore (I picked up off waiver last year) did very well in filling in last year. Is there a chance he has the talent level to beat out Ulbrich and if so I'm assuming his IDP value will go up.
