I live in the Baltimore Metro area and I get the DC/Balt local stations. I would not put Balt/Philly as overlapping markets. Unless you're stretching that into Northern Maryland.
That being said with the Cowboys off that weekend, they'll throw in a NFC East matchup to show instead. So we'll have New York Giants at Philadelphia Eagles.

This has come up before, and I also live in the area.Philly and Baltimore overlap. Delaware, Harford and Cecil county (Maryland) receive TV coverage of the Eagles. In PA, York PA (Fox 43) and Lancaster area "Eagles country" but also have Maryland / Ravens people there. For TV blackout purposes, when the Eagles were last blacked out - Baltimore was as well. That defines the area pretty well. The closest TV market that could show the Eagles game was the eastern shore - Salisbury, MD.ETA - Most seasons the Ravens and Eagles also play a preseason game. This year they don't because they are meeting in season.
