Can you do a 15 team fantasy league? (2 Viewers)

I would play the Toilet Bowl as a total point play over the playoff weeks. Total winning points gets the #1 pick in next year's draft. That way everyone at the bottom has motivation to stay active and not 'throw' games in those final weeks.

if 8 make the regular playoffs that is easy just give the highest point scoring team in the toilet bowl a bye
If 6 - i would do a points battle in week 14 and have the top 4 scoring teams form the final 4 bracket for the toilet bowl

There is only ONE 'Best Team' that deserves a bye...
14 Week Regular Season, everyone plays everyone else once...
With a 14-Week Schedule, you are going to have a Week 17 Championship Game. Add an additional Round or two to your Draft to make this easier - with deeper Rosters, a Week 17 Championship Game is nothing to worry about...
...as Teams are eliminated from contention for berths in the Playoff Tourament, they lose the right to conduct waivers, which puts a watchdog on collusion concerns...
Playoff Qualifiers get one additional waivers after the week 14 Games, 'add only' (don't have to drop), cannot pick up Players dropped by non-Playoff qualifiers the previous week (Week 13)...again, puts a watchdog on cheating, and gives the Playoff Qualifiers an opportunity to prep for a Week 17 Championship Game.
Playoffs Week 15: 7 v 2, 6 v 3, 5 v 4...
Playoffs Week 16: 1 v Lowest Remaining Seed, Other 2 Remaning Seeds
Week 17: Championship Game
Toilet Bowl: 8 Remaining Teams, Total Points over the remaining weeks.

The problem with a 15-team league is the schedule. To play a round robin of 14 games, you either need 15 weeks or doubleheaders, which gets pretty messy. It's not impossible but it's awkward.
