I was just researching some things for my own starting lineups (I don't have Cooley in any leagues) and I noticed that his opponent, the Panthers, are the second best team for your TE to be playing in the league as measured by points against for that position (only the Bengals are worse).
I think the Panthers have probably the best defensive line in the league, and Jason Campbell will have his work cut out for him. Last week, Campbell was impressive for his cool in the pocket, and he targeted Cooley 6 times, connecting with him on 5 of those for 58 yards and a TD (Cooley's second best performance of the year); only Lloyd was targeted more.
Campbell didn't look like a rookie out there - he was scanning the field and checking down to his secondary and tertiary (3rd, for the unwashed) receivers. I was amazed that the coaching staff had Campbell throw the ball 34 times, but that's testament to that veteran staff's confidence in him.
I would expect Campbell to get as much pressure as he can handle against Julius Peppers & Co., and so I'd figure that he'll heavily use Cooley as an outlet receiver (which is likely why the Panthers have so many points against them by TE's). Betts, too, figures to get a lot of targets. This will be particularly true given that the Redskins are without Portis and maybe/probably without Moss. They also figure to be trailing in this game, so it's not like they're going to abandon the passing game.
glllllll.
