Did Julio Jones fumble after his game-ending INT? (1 Viewer)

I can't entirely tell from this video but it looks like after intercepting the ball, Jones goes down on the ground, gets up and tosses the ball away. He never takes a knee, so unless he was touched on the way down -- and I concede it's possible Rice or the other Seahawk receiver (Miller?) got a hand on him -- that was a live ball. If Seattle had fallen on it, it would have been a game-winning TD.

Am I missing something here? Is there something in the rulebook about making no effort to advance? I do notice the ref signaling first down Atlanta immediately after the catch, so it's also possible that, regardless of what should have been called, the ball would have been dead due to the whistle.

Other than a couple people posing this question on Twitter, I haven't seen anyone address this. I'm mostly just curious because I like to think about how this already great game could potentially have had one of the craziest, most memorable endings of all time.

 
I think an argument could be easily made, if he isn't touched, that he's given himself up by going to the ground and not trying to advance it.

 
Seattle is used to interceptions in the endzone being called TDs for them that they initially thought they won the game on the INT.

That would have been another instance where common sense would have been over ruled by stupidity. Just like the Calvin Johnson catch a couple years ago. The game was over and had they not ruled it that way it would have ruined a well played and exciting game.

I got in there under Julio Jones, I fought for the ball the whole way, and I came down with it,” said Tate, adding that after briefly conferring at the back of the end zone, the referees “made the wrong call.” “It’s hard to tell because there’s no perfect camera angle on the replay, but if you were there and you saw it up close, I clearly caught that ball. It was a legal catch.” Pressed for further explanation, Tate claimed that while the pass was in the air, he slid inside Julio Jones’s jersey, controlled the ball with two feet down, and then slid back out.

The relevant section is Rule 7, Section 2, Article 1(e). It states, “An official shall declare dead ball and the down ended when a runner . . . declares himself down by falling to the ground, or kneeling, and making no effort to advance.”
