Even if Martin plays, he will likely be a snap count, right?  

I have Barber as a handcuff but don't have alot of other options. 

If Martin is active, is he a must start?

I would not call Martin a must start this week.  If Barber is your only other option, hard to say who to prefer, but both are probably around a flex pick.

I build my team around starting a third RB at flex, but I am scared of a 50/50 split between the TB backs.

Eiffert or even Landry seems like better PPR flexes.

For this week, heck yes.  Although ROS you'll be happy to have Martin in your lineup.
