What makes this league elite?
The new Kansas City Dynasty IV league requires active ownership. Most of the rule differences between KCD4 and other KCD leagues are to promote an extremely high amount of competitiveness and owner retention.

Unique Features:
Entry Fee -$100 per team/per year, payable BEFORE the draft. All new owners are required to put down a 50% non-refundable deposit for the following season.
Trades - Owners may trade draft picks as far into the future as they desire, however, league fees must be fully paid up to that point and with a 100% deposit for the year in question. All prepaid years are non refundable if the owner decides to leave the league.
Owner retention is promoted by requiring new owners to pay a 50% deposit for their 2nd year, and pay in full for a future season in which the owner trades away a draft pick.
Future Drafts - The draft will consist of 6 rounds in a straight draft, no snaking. The draft will include all first year players and free agents. All subsequent draft orders will be determined in regards to the previous season’s rankings (Ex. 2009 draft order will be determined by 2008 rankings).
Picks 1-4: Will be determined at random from the four teams with the worst regular season records the previous season.
Picks 5-8: Will be determined at random from the remaining four teams that did not finish in the top four.
Pick 9: 4th place from previous season
Pick 10: 3rd place from previous season
Pick 11: 2nd place from previous season
Pick 12: Champion from previous season
Waivers - Waiver Priority List - Team who makes waiver move sent to back of list. List does not reset during the course of the season. Teams can add players from 1:00am on Wednesday until the start of the first game of the week. Once games begin, players must submit waiver requests for any free agent and those claims are processed at 1:00am on Wednesday.
The rule differences regarding draft position ranking and free agency is to reduce temptation for lesser teams to "tank" games simply to receive a better draft position the following year, or to receive a higher waiver position.
Off Season Free Agents – The waiver system will be in effect for the off-season.
Free agent Freeze – all free agents will freeze exactly one month prior to the draft. No free agents may be added to any roster. Trades are allowed during this period.
Year-round waiver system promotes activity during the offseason, while not over penalizing teams that wish to remain slightly less active.
Flex - Start 2 FLEX players (RB, WR, TE, K or DST)
Bench – 9 Players/DST
Injured Reserve - Teams are allowed to place 1 player on the IR (player must be listed as Out or IR by website)
Strike System - All owners are expected to be active. This league will use a "Strike Out" system. Owners may receive a strike at the discretion of the commissioner. Reasons for a strike may include but are not limited to: Inactivity, not voting on a league poll involving rules changes or other issues critical to official league functions, non-responses to trade offers, abusive language/behavior towards other owners, etc. If an owner receives 3 strikes in one season (from draft until day before draft the next season) they will be kicked out of the league (and will not receive a refund for fees paid to the league). A single instance may receive multiple strikes. Only the commish may administer strikes. Owners may request a strike for another owner or request a strike for the commish. The commish will investigate the situation before administering the strike. There is an appeal process to overturn a strike. If an owner requests an appeal, he/she will be allowed to plead their case and must receive 2/3 support from the league to have the strike expunged.
The strike system is designed to require owner activity. It will not be tolerated if owners do not vote in a critical poll, or refuse to reply to trade offers. A simple trade decline, or a PM or email about needing more time to decide on an offer is all it takes to stay active regarding trade offers.
