When someone recommends "bid 10% on this player" are they recommending 10% of your REMAINING budget of 10% of your TOTAL (original) amount? Thanks.

I believe the standard comment is based on total FAAB budget as that is really the only consistent number.

It depends on who you are listening to / reading but it doesn’t really matter. If they give you a high percentage they think you should spend a lot a low percentage spend low. It’s just their opinion. I got Braylen Allen for $1 in one league and in another someone outbid my $1 bid by $20. You just never know.
