Halogen Light Bulbs Not Working (1 Viewer)

Stupid question, I tried to replace the bulb in a ceiling fan because the light wasn't working. It's a JD E11 100W bulb, and the replacement didn't work either. Upon further review, the filament in the original bulb wasn't broken. Does this mean that the issue isn't with the bulb, but with the fixture?
