All Rules are slanted to the advantage of the weaker teams.  

In 7 Years, only 1 team has won the Super Bowl twice.  No team has won it two years in a row!

This league has been around 7 years because it's not easy to win.  It's a challenge, more like chess than yahtzee.  There are 15 experienced and active Owners.  Trading is difficult, because no one is going to let a stronger team cash-in at the expense of the rest of the league or fleece a newbie.  

The fact that this league is so difficult, is the reason it is so Satisfying to Win!

Finished in top four first four years, last few replacement owner didn't do much.  However, all the rules in this league are set up to make it hard on the Leaders.  Pro Style, Non-Snaking Draft, Waiver Wire Pickups, Voting of Trades, makes good teams more generous, because on cut down day they could lose players for nothing.  So it's easier to GET GOOD, than Stay GOOD!
