I see Marcus Vick declared as 3rd QB so he's inactive but can come in as a QB. Makes me wonder how much he's practiced at QB what happenned to the WR stuff etc.
If Jason Campbell is 3rd QB then

Ryan Moats has been active how many games this year? So he's NOT Westbrook's top backup? Or maybe better worded(Buck) as his fill-in due to his style of running?
The Iggles had a great draft, no doubt. They cut some players to keep the rooks. However, I'm always seeing rooks on the inactive list. Not referring to some 5th WR but guys like Winston Justice and Jean Gilles. Shouldn't they be active and snuck in there for a play or two at least to get experience?
Travis Wilson and Jerome Harrison have been inactive a bunch this year. I understand Browns are different than Iggles, building team vs established top team. Why not get them the experience? Each were pretty highly regarded at the end of camp.
