Most soft serve isn't ice cream because it doesn't need to be.
Hard (hand dipped) ice cream is typically served between 0 and 10 degrees. At that temperature the tongue actually doesn't taste much, so the product has to have a lot of butterfat for the tongue to even taste it. This is why premium ice creams that have more than 14% butterfat taste better than 10% butterfat ice creams.
Soft serve is served at around 25 degrees. Because it is warmer than hard ice cream, the tongue tastes more of it, so it doesn't need all that butterfat (which is expensive) for the tongue to experience it. So most soft serve is 5% butterfat or less, or they are frozen yogurt, which can have as little as 0% butterfat. It's cheap. The markup on it is ridiculous. Those self-serve frozen yogurt stores run around an 18% food cost. Places that serve real ice cream have upwards of 35 to 40% food costs. The cream is THAT expensive.
Legally soft serve can't even be called ice cream unless it has 10% butterfat. Dairy Queen is only 5%. They can legally call it "low fat ice cream", but I think they avoid doing that because they don't want to be associated with "low fat" products.

The difference between froyo and ice cream is froyo uses yogurt instead of cream. Both are mainly made of milk. That's why I call froyo "low fat ice cream", or more accurately, "sugar-laden low fat ice cream".
