Is there a site or a way to Rate/Check FF Commissioners credentials (1 Viewer)

I remember talk of this a couple of years ago when the AFFL or whatever the new of the organization was that stole everybody's money.I recall that a solution was to create a site or something for Fantasy users to rate their Commissioners so new owners could check on their credentials prior to joining a league. Is their any such service?

I've been looking for it as well on other forums and haven't been able to come up with anything. It's a great idea to say the least.
