Coach Sean Payton said the decision on who will kick this week between Hartley and John Carney will be made Sunday, Jeff Duncan of the New Orleans Times-Picayune reports.Analysis: ESPN's Adam Schefter reports that the Saints are planning to have Carney to kick for them Sunday against Carolina, but until that's confirmed one way or the other, rolling with either kicker is looking risky.
I'm rolling with Carney, rated #3 this week by FBG's, so they seem to think it's going to be Hartley to the bench. Formal decision comes a little later before kickoff. If it's Hartley, I gotta run quick to the WW and pick up another kicker quick.Please post updates if you hear any news. TIA

I think they both will kick but it will depend on the distance. Of the two I would roll with Carney this week. That opinion my be different next week however.

Morstead (their punter) handles kickoffs, regardless of whether Carney or Hartley is the placekicker. He could conceivably handle a long FG if needed, as he both kicked and punted in college.
 
Ed Werder on ESPN just said that Carney will kick FG's until Hartley beats him out in practice.
