Keeper question: Bell, Conner, Mixon (1 Viewer)

I'm in a 1/2 point PPR league with fluctuating keepers.  This year is a 1 keeper year.  I have LeVeon Bell, James Conner, and Joe Mixon.  Leaning more towards Mixon or Bell as I think Samuels may cut into Conners touches.  Any thoughts?  Thanks.

I'd go Bell. Mixon's O-Line scares me.

I like Conner. Even with Samuels there, I think Conner has another strong year.

Are there keeper costs (lost draft pick, salary cap, how long you can keep them, etc) to the players?  I am also not sure what "fluctuating keepers" means.  I assume that means some years you can keep 1 and other years 2 and other years X?  Seems like an odd way to do things but could be interesting. 

Assuming there is no "cost" associated with keeping the player you need to go with the guy you think will be the best this year.  For me that is probably Bell.
