Um, Denver's home jerseys are blue and their away jerseys are white. The Broncos didn't "forget" anything. They brought the correct jerseys.
Um, Denver doesn't get to pick what they wear on the road. The home team picks what they wear and the visiting team must wear the opposite.
You can't just show up to the stadium on game day and say "gee, looks like it's gonna be hot one. We want to wear our whites today"How many times in the last 30 years have the Chargers opted to wear their whites at home? Not very many (if any)
There's an NFL rule that the home team has to report to the league which jersey it wants to wear.

The Denver Broncos, while calling last week's uniform mix-up an "honest mistake," acknowledged a fine still is likely.
Broncos general manager Ted Sundquist, however, was hopeful any fine would be the minimum, based on the effort of team officials to ease the inconvenience for San Diego.
The NFL confirmed Sunday that it was investigating a complaint from the Chargers that the Broncos violated the agreed-upon dress code by showing up with only white jerseys for the Sept. 14 game at San Diego.
The Chargers, as do all NFL teams, had made it known before the season started their choice of home uniforms.
While the Broncos saw that memo, the matter was not reviewed in the days leading up to that game.
Team equipment officials assumed Denver would wear white - as it has in San Diego the past 12 years. Sundquist said the only time Denver wore blue at San Diego was in Super Bowl XXXII.
In contrast, he said, the Chargers had worn blue in both preseason home games this year, and intend to wear blue for their remaining home games.
The Broncos game was the lone exception.
