Not a true startup but we have an opening in an auction league with salary cap and contract years.  With the contract years and a salary cap the annual free agent auction gives you a chance to rebuild each year and can feel a lot like a startup.

I have one on here but it's $100 year. From a commissioner standpoint it's less than ideal to have cheap or free dynasty lgs, because if owners only have $20 or whatever on the line, not much incentive to construct a good dynasty team for the future, anyone could just walk away from a bad team or a win now, no youth team, etc.  On the other hand if u have $100/yr or more on the line owners are more likely to take care of their team for the long haul. I get it's for fun, but finding new owners for bad tms every yr is not fun for commish or rest of the lg.  It's alot of work to set up a league, rules, drafts, caps, salaries, auctions, and to me a $20 lg or similar is not worth the effort when it could blow up after yr 1.
