There will be 9 reserve slots and 0 DL or IR slots. An owner must have at least 9 players on their active roster.
Rosters will be frozen for teams at the end of the regular season that does not make the playoffs. Add/drops will only be allowed for active playoff teams.

There will be no IR/DL slots
Divisions
There will be 2 divisions. The divisions will be divided up each year based on the draft order. Odd 3 picks in one division and even # picks in the other division.
Draft order
For the first season, we will use a draft randomizer to determine the draft order. For all the following seasons, the draft order will be by overall record (worst team picking 1st and so on). The only exception is the league champion picks 12th and runner-up picks 11th.
Playoffs
The top 8 teams will make the playoffs. The playoffs last weeks and are in weeks 14, 15 and 16. The 2 division winners will receive the #1 and 2 seeds. The next 6 best records regardless of division will be seeded. The first round will be seeded as follows: 1 vs. 8, 2 vs. 7, 3 vs. 6 and 4 vs. 5. In the 2nd round, the highest remaining seed will play the lowest team and the remaining 2 teams will match up in the other semifinal. Tie breakers will be used in the following order to determine playoff teams. Overall record, divison record, head to head record and points scored.
Waivers
After the preseason draft, the waiver order will be set from worst to first, same as the draft order. Waivers will not reset based on the previous weeks standings. Said team will move to the bottom of the waiver rankings after each add/drop waiver selection is executed by CBS.
Waivers will run every Tuesday and Saturday nights. Dropped players will be placed on waivers for a period of 3 days.
Sunday mornings will be the only time free agent signings times where owners may add/drop without using the waiver process and lose their waiver rank priority.
Commissioner
The co-commissioner will assist the commissioner with all the duties to preserve league integrity. In the event the commissioner is involved in any trade, he loses all commissioner rights.
Any problems that should arise that are not covered by the rules will be decided on by the co-commissioners. All problems are encouraged to be posted on the message board.
Trades
Trading is considered “free market” where vetoes will be zero or few due to the institution of the player salary system and the salary cap. As the season moves on, teams that are out of the playoff race are encouraged to build their respective teams for future years. In instances such as this, trades will be value on “potential” as apposed to “fair market value”.
Player values will go with all trades. The commissioner(s) reserves the right to veto any deal should it compromise the integrity of the league dealing specifically with collusion or competitive balance issues.
Any trade accepted after the trading deadline will be vetoed by the commissioner.
In year 1, owners may trade draft picks but not draft positions. Once that season starts, owners may trade only the following years draft picks.

Draft
During the preseason draft, each team will be permitted to retain up to 10 players. Teams must stay within the $30 preseason salary cap. Teams are allowed to retain up to 10 players and/or $30. Wero dollar players do not count against these numbers. Teams retaining a zero dollar player lose their last round pick(s).

Each team must maintain the in season salary cap of $45. Teams that exceed this limit will score 0 points that week. The commissioner will contact the owner in order to comply; in the event the owner does not respond, the commissioner will release players accordingly based on the lowest owner player as per CBS, in order to bring the teams cap within compliance.
A players salary will increase by $1 for each year the player is not released back to the free agent pool, and meets certain criteria(8 games played, all players and/or 600 yds, all players except qb which will be 6 games started and/or 1500 passing yards for qb’s)
There is no maximum salary for a player. You could conceivably keep a player for 20 years and he would have a salary of $20.
