Tell that to Stage 10.
Flat stages almost always end up as a field sprint unless there is a wicked side wind to split the group up. In the middle of Paris on a short circuit that will never happen. The draft effect is too pronounced.
The last stage is largely ceremonial. Now, if it was a 10 second lead we might see fireworks.
