I am a levon bell owner and heavy contender. I feel like Williams could be starter by season end but everything telling me to grab my studs backup who could have an inside track to next years starter.

I'd grab Williams. Conner should go much later and you can either try and trade back in later or trade for him post-draft.  I was torn about this in my draft as the Bell owner, but I took Kamara over him (would have been a bigger reach for Conner) and was able to trade back into the 4th to grab Conner.
