Does anyone know of an on-line draft software or league commissioner website that would work with the following scenario?

Team A has two minutes to draft, if Team A does not draft someone in two minutes, Team A and Team B can now both draft. If Team B takes someone, Team A and Team C can draft, etc.

We are trying to speed up our draft without using "autodraft" if a team does not pick someone within the time limit similar to how the NFL does it.
