Increase your draft from 19 to 24 Rounds; it's only a 10 Teamer - with only 190 players being drafted, you're making the WW too valuable and too much of an out, for heavy trading to occur.
Next, make a hard rule about what qualifies a player to go on IR, and that he *must* be put on any active roster or be waived once he's off IR.
Finally limit waivers to only allowing 1 waiver transaction/week.
I guarantee those 3 changes, made in tandem, will go a long way towards achieving the result you're trying to attain.
I used to play in a league that allowed 10 waiver moves a year and it is definitely strategic. You don't get to flip D's or even QB's and the draft is huge. You have to think really hard about chasing the hot waiver guy especially early in the season too. I loved it but the commish got rid of it duirng Covid and it never came back.
In my experience, if you want to be in a league that has a lot of trading, find a league with people who like to trade. People who aren't interested in trading are going to continue to not be interested in trading despite whatever incentives/rule changes you throw at them.
There's little incentive to trade in redraft unless rosters are very large and the WW is thin.
