It's tempting to consider playing Packers starters because of the matchup they have in Detroit, but how likely is it that they will be rested?

Green Bay is locked in to the number 2 seed so has nothing to play for.

After the debacle of last week and having a week off after this week I think the Packers at least keep all starters in until they regain the comtinuity they had prior to the Bears game. Could be all game or it could be 28-0 at the half and they are happy and rest the starters the rest of the way.

I agree, keep them in until they show they remember how to play in the cold.
