Think you have to ensure that it does go to the new owner, that's the point of prepaying on draft picks. If it doesn't then i'd demand to know where it went.

I agree, too.We have it specifically stated in our rules that if the replacement owner is willing to pay the fee, we'll refund it to the prior owner; otherwise (e.g., if the team is in really bad shape due to the traded picks) it is applied to the new owner's first year fees.
