Yes, if he's starting games again in his career it's because a team had to revert to Plan B. In other words, he's a backup QB at best going forward, do not see any team ever entering a season choosing him to be the starting QB ever again.
Last bit of intrigue is really if the Jets cut him or not to save $10m and just come to grips with fact they paid him $30M for one horrible season. $10m is not horrible pay for a high end backup QB, but if they are pulling the plug on him for Taylor it suggests they don't think he's that.
He honestly never looks like he's having any fun or enjoying himself. Dude's been through a lot, has made a lot of money, would not be surprised if he just said screw it and moved on with his life but if I was him and he gets released I'd tell my agent to see if he can get me in Baltimore as Lamar's backup for a year and see if sitting behind him for a year helps him. Pay likely won't matter, if he's cut he's probably going to sign a one year league minimum deal since he has offsets.
