The jersey was never retired. Jackson just said he didn't want him wearing #2. (I'm sure you can imagine why)

IIRC, Gruden did not want Ike Hilliard wearing "19" after he had Keyshaun...Hilliard did anyways and was a nice influence on the team, so it did not matter. My college hockey coach did not want me to wear a specific number because he could not stand the guy who had it before me. I wore it and sucked too, but at least I was a nice guy...lol.
