Blackley is an Australian LHP still trying to come back from a torn labrum suffered in 2005. He's had pretty poor K/BB ratios and WHIP in the minors, even before getting hurt.I doubt he'll be able to hold a job as a major league starter (not even for the Phillies) but if he can stay healthy and improve his command a bit, he might be able to make a decent living as a LOOGY type reliever.
