Gusting to 25 means the average winds are less. I don't think that is windy enough to make a big difference.

I live 10 miles from the stadium and there is no wind today at all. I think you may have gotten some bad info.

It's cold here this morning but the winds aren't really blowing.

I guess a gust comes by every 20 minutes or so, but it's just that: isolated and certainly not a factor.
