Also, you should really get your nomenclature correct. Do you need a developer (someone who does code and knows how to build a website) or a designer (someone who does design and visual layout for a website)? It's rare to find someone who does both well these days. If you are looking for 2 people, I'd recommend allocating about 25% of your budget to to design, and 75% to developers.

good advice.  i'd say 90% to developers though.  you can get good designers for dirt cheap, good programmers are much harder/more expensive to find.
