This was brought up in one of my leagues I commish where someone questioned why he didn't get a player in his round 1, but instead got a different player in round 3. It's because he had a higher bid on a player in round 3.

I see that we have "Allow conditional bidding? = yes"
"Note that in Conditional Bidding you would enter players in multiple groups in order to receive several players, but the Groups are merely placeholders for these bids and have no weighted value. So players in group 1 have no higher priority than those in group 2. It is based on higher bid amounts.".
So, if you want a player in your group / round 1 bid, he needs to have his highest bid of all your bids in in all rounds. If you have a higher bid on another player in your group / round (say round 3), then you would get that player in round 3 over who you bid on in round 1, because of the above bolded.

Answer on "Allow Conditional bidding vs Non-Conditional bidding":
Conditional bidding allows an owner to bid on player A and if not awarded, then bid on player B. Non-conditional ("regular") bidding just has an owner bid on player A and then bid on player B. In this latter case, the owner could get both players A and B. In the former, the owner would only get one of the two.
