Fees and Payouts
$20 is the yearly fee. $5 goes to paying for the league site, $15 goes to the pot. Fees are due before the draft (initial draft the first year, before the rookie draft the following years).
Payouts:
Division Winners each get $20.
High Point Scorer for regular season gets $30
Champion gets $90
Major changes to the constitution:
I would define major changes to the league constitution as being those that affect roster size, starting positions, league alignment/playoff structure, expansion/contraction, and scoring system. Any changes to these rules must be agreed on by 2/3 of the league’s owners (8 of the 12 owners). The commissioner will only vote if his vote would be the deciding vote. Unless deemed an emergency, these votes will only take place in the offseason before the next rookie draft.
Summary of League:
This league is a 12 team dynasty league with team defenses designed to have large rosters to allow coaches to draft and develop talent.

Division/League Structure:
There will be 3 4 team divisions. Each team will face each divisional team twice, and each out of division team once. These regular season games will take place in weeks 1-14 of the NFL schedule.
Alignment of Divisions:
After the initial random alignment of Divisions, they will not be changed to create the environment of rivalries between teams.
Playoff Structure:
4 teams make the playoffs: the 3 division winners (based on W-L, then head to head, then points), and 1 wild card (the non division winners in the league with the best W-L, then head to head, then points). Seeds will be determined by W-L, then head to head, then points scored. If the wild card team has the second best record, they get the #2 seed. The #1 and #4 seeds and #2 and #3 seeds meet in the semifinals in week 15, with the two winners meeting for the league championship, and the 2 losers meeting for the 3rd place game in week 16.
Initial Draft:
The draft will start when the league is completely set-up and all teams have paid. TThe draft will be a "3rd Round Reverse Serpentine" draft (1-12, 12-1, 12-1, 1-12, 12-1, serpentine for the remainder of the draft). Everyone will use a dice roll and the highest roll gets to chose his spot in the draft, the second highest gets to chose theirs next, and so on until the 12 spots are set.

None, up to each owner if that player should be used as one of their 30 roster spots.

Scoring disputes:
All scoring decisions within this scoring system will be determined by the MFL league management software. MFL provides scoring adjustments on occasion, and the commissioner will run these updates at the request of an owner. Fantasy games are final with the kickoff of the first game of the next NFL week. Owners are responsible for verifying the scores and the legality of lineups of both their own team and their competition. Owners are responsible for notifying the commissioner/website of stat changes should they occur.
Tiebreakers:
Will use 2 decimal places. If a tie happens in the regular season, it is a tie. In the playoffs, a tie will be resolved by the comparing the highest scoring bench player for both teams. If still a tie, go onto the 2nd highest scoring bench player and so on. If a tie still exists after every bench player is compared, a coin flip determines the winner.
Trades:
Trades will not be voided unless collusion is considered to be involved.
Trading of draft picks:
Draft picks may be traded for up to 3 years in advance with the condition that you prepay for those years. This makes it easier to find a replacement owner if you leave the team bare of draft picks or even too many and little talent left. Trade two years in advance means you pay for each of the next 2 years.
Trade/roster restrictions:
30 man rosters, 38 when the rookie draft happens. Any roster spots not used in the rookie draft may be picked up after it with waivers. Cut down day down to 30 is the last Sunday before the first game of the new NFL season at 6:00 PM est.
Waivers:
Waiver request from kickoff of the first game of the week through Wednesday 11:30 PM ET. Then first come, first served through kickoff of the first game of the following week. Waivers end on week 17 kickoff.
Mistakes:
If you misclick and drop a player by accident, you must post on the messege board and e-mail the Commish within 15 minutes of the mistake to get it reversed. Check to make sure your moves are correct after you make them cause after 15 minutes, you are out of luck.
Trade deadline:
The last day that trades can be made is the Friday preceding week 11 of the NFL schedule . Trading opens up again in the offseason.
Anti-Dumping Policy:
Because the rookie draft order and waiver draft order are reverse of league standings order, there may be situations where owners have an incentive to deliberately “dump” or “throw” games to improve their draft standing, influence playoff seeding, or any other reason. However, this is contrary to the competitive spirit of fantasy sports, and detrimental to the league, and could also throw off the playoff balance. Therefore, the commissioner has the ability to review the starting lineup that a team has submitted given a protest from another owner. If the commissioner views the starting lineup as a deliberate attempt to “throw” the game, he will edit the lineup to reflect the best possible lineup in his judgment. The first time this happens will result in a final warning to the offending owner. On a second offense within the same season, the owner will be removed from the league.
Rookie draft:
The rookie/free agent draft will commence approximately two weeks after the conclusion of the NFL rookie draft, with an exact time to be announced later (no draft the initial year). 24 hour clock to make their selections. If a team does not make his selection within the 24 hour time window, the pick will be skipped.
Length of rookie draft:
The rookie draft will have 4 full rounds, designed to fill the 4 roster spots that open up in the offseason. To avoid tanking to get the first pick, a ing pong ball like lottery determines the order. Number of balls go according to finish.

11th: 64
10th: 32
9th: 16
8th: 8
7th: 4
6th: 2
8th: 1
The first and second pick are determined by this lottery. 3rd through 8th are then set by worst record (then lowest points) gets 3rd pick, next lowest gets 4th, and so on.
The champion gets the 12th pick, the runner-up gets the 11th. The winner of the 3rd place game gets the 9th pick as aincentive to win that game and the loser gets the 10th pick.
Player Eligibility for draft or waivers:
If a player is not available in the MFL database as an eligible position (QB, RB, WR, TE, or K), at the time the draft pick or waiver move is requested, that player is ineligible to be drafted/rostered. There will be no manual adjusting of league parameters or "saving" of players for when the player is eligible. When the player becomes eligible, he will be subject to whatever draft/waiver phase is in effect at that time.
