Left Field did a bit on this story - has always fascinated me.  For about 20 years, the French government kidnapped children from Ile de la Reunion and handed them off to families to repopulate areas that were losing population to migration.  There were some human rights cases in the EU Court for Human Rights that were eventually dismissed.  Fascinating story of about 2,000 kids who will never know where they came from or who their full families are without some deep investigative journalism over the course of years.

didn't know about this one. only learned about reunion island in the last 10 years... had no idea it existed.

Canada did it to First Nations families in an effort to better assimilate the children.

and btw... I really truly really thought this was going to be some kind of crazy tom cruise thing. and the truth of the story isn't far off what I'd believe.
