I don't see how parity is a bad thing. Dynasties and parity are not mutually exclusive. In fact, dynasties are made of important and memorable moments. Domination has neither of those. Great teams are remembered as much for themselves but more importantly who they beat. Parity makes victory much more impressive, making the feat much more admirable. The popularity of the NFL is founded in the ability to turn things around in an instant due in most part to the parity the draft provides.
Obviously with fewer teams, parity wouldn't really change. Just because the talent level would be raised wouldn't mean equal talent. Elite players do not face elite opposition every week. The frame of reference merely changes.
The salary cap is not really an equalizer because the teams themselves are not equal to begin with. It is simply a restriction everyone must follow. You still have the, you know, actual franchises.
