WTF?!?!?!?!?!?
Who determines this? I've never looked into this before, but this could be as big a problem as big/small market teams in effect there is an incentive to let free agents go for this reason if you think about it. Either spend a bunch on a 4th outfielder or get someone else's first round pick. What would you do?
