I mean a guy who was primarily a RB.
He certainly counts, but I'd guess it was a bit more recent. I'm thinking someone in the early 90s/late 80s, but no one springs to mind.

Nice effort, but he was always mainly listed as a wide receiver.26 carries in twelve years does not make him "primarily" a RB.

This trivia question was brought to you courtesy of Steve Sabol. I was watching one of the Lost Treasures from NFL Films, and Sabol matter-of-factly mentioned that Adamle was the last RB to be issued a uniform number less than #20.
