 I HAVE CAM, PICK UP ANDERSON SO I CAN WAIT TILL MONDAY TO SEE IF CAM PLAYS OR PLAY FLACCO???

Pick up Anderson and wait.  If Cam can't play, Anderson should still be serviceable in a good matchup.  

And take the caps lock off please

I would go Flacco as I think odds are very slim Cam plays.

Unless you know Cam is going by Sunday morning, I'd just go Flacco.

I assume you are saying you presently have Cam AND Anderson AND Flacco on your roster.  If that is the case, I would wait and play Anderson over Flacco - the TB secondary is horrendous.

If you have both Cam and Anderson currently, I'd wait and see how Cam is feeling. If you have to drop someone and pick up Anderson, I would go with Flacco and keep your bench in tact. Anderson isn't a long enough term solution to warrant dropping someone you may need later for a one week flyer.
