Siemian is unlikely to play, and even if he were, Winston would be the call this week.

If Siemian were healthy, I'd say him vs ATL D that couldn't stop us from scoring in a pick up game. But he is maybe 50/50 at best to start. And if he does start, getting hit once or twice may cause him to sit. Too risky, Start Winston.
