If it's yours, then the registrar where it's registered should have notified you. Most I've used do so at about 60 days, then 30, then 14, then 7, etc.
If it's not yours, then I am not aware of such a tool or site, but there could be one. I have my eye on a couple of domains that I've been watching for a few years, hoping they don't get renewed. I just set a reminder on my calendar on the expiration date to go back and check them then to see if they've been re-upped.
I believe, if it's not yours, you can go to a hosting site like GoDaddy, click thru to buy a website and put that website name in, obviously it say it's taken , but I also believe it says when it expires. Or you can dig around and try to find it. I got my website that way, the guy didn't renew in time, or let it lapse and I pounced on the it the day it became available.
I really want a domain in the Ukraine, but registration prices are insane. The one I have my eye on might expire soon, but, dunno if it's worth paying the crazy cost for a vanity address. I think I need to learn Russian, maybe we can work out a deal.
