look at Portland and Seattle and the other cities that have been burning for 90 days - you'd think someone would do something to stop the violence 

Hypothetically a normal situation would be the DOJ offering to perform oversight at the city of Portland's invitation to allay the concerns of protesters about police abuses. I don't know what is upsetting the protesters in Portland specifically but the sense that something is being done about it, objectively and independently, would probably help a good deal.
